police still at the scene after getting a 911 call. ktvu's janine de la vega is at the home in south san jose to explain why police suspect this was a homicide. janine? >> reporter: well, tori, police tell us that the woman's body was found face down and she was lying on the floor. the coroner's on the scene right now. at this point, officer are the waiting to get a warrant to search inside this home. authorities received a 911 hangup call and when officers arrived, they heard dogs barking. they called animal control to help. when police finally entered the home, that's when they found the woman's body. while a weapon has not been found, police have reason to believe that she was killed. detectives have been going door to door to see if anyone heard anything. it's unknown who made the 911 call but officers say it did come from the home where the

body was found. >> we attempted to call back to confirm there was a prob or determine if there was a problem occur -- problem or determine if there was a problem occurring because on the call there were no voices. >> reporter: police say a married couple in their 50s live inside the home. now, there was a delay in police coming to the house because when they received the 911 call, officers were responding to a rash of auto thefts on santa teresa boulevard at the time. so from the time the 911 hangup was received, to the same the officers responded it was -- two and a half hours had passed. now, police are trying to locate family members or people associated with the home to try to get more information. we're told that officers are talk fog a person of interest -- talking to a person of interest but nobody is in custody. we'll have more on this story coming up at 5:00. janine de la vega, ktvu channel 2 news. >> thank you. in his first address to the nation since the election, president obama spoke at the white house this morning.

ktvu's claudine wong joins us live with the president's plan on how to deal with the looming fiscal cliff. >> reporter: well, president obama began his remarks saying now that the campaign is over, it's time to get back to work and there is a lot of work to do. but will there be consensus on capitol hill and will it all happen in time to avoid this fiscal cliff especially when both sides are still drawing battle lines. the speech lased eight minutes. >> on tuesday they said loud and clear that they won't tolerate dysfunction, they won't tolerate politicians who view a dirty word. >> 2013 should be the year we begin to solve our vet through tax form and entitlement

reform. i'm proposing there will be a birth of fiscal cliff in a manner that ensures that 2013 is finally the clear that our government comes to grips with the major problems that are facing us us. >> i refuse to accept any approach that isn't balanced. i'm not gonna ask students and seniors and middle-class families to pay down the entire deficit while people like me making over $250,000 aren't asked to pay a dime more in taxes. [ applause ] >> i'm not gonna do that. >> reporter: the deadline is fast approaching and if nothing is done, experts say every american will pay for the inaction because in january, almost every tax cut enacted since 2001 will expire. raising the average household by about $3500. and the first $110 billion of 1.2 trillion spending cuts will be put in place with the rest occurring over the next ten years. and those cuts will have national, state and local

impacts. now, this meeting between the president and leaders of both parties is set for next week. tori? >> all right. thank you, claudine. well, we are still on stormwatch even though it's mostly sunny and clear, i want to show you a live picture of what it looks like outside right now. this is in contra costa county. and things are drying out this chilly friday but there is a chance that some rain may return. mark tamayo, our meteorologist, will be here shortly with the full bay area forecast. it was pretty intense, some of the weather overnight. some people in the east bay were woken up by hail. this is maurb-sized hail falling in oakland up on highway 13 and morago avenue. so much fell it looked like snow on the ground. take a look at this. a viewer september us these photos, this is not a tarp covering the football field. it's actually hail on the ground at oakland's skyline high school. the entire field was coved with

ice -- covered with us. and the highway patrol says a car spun out and hit the median on 880 around 2:00 this morning. it was then hit by the chevy. the chp says the driver of the first car suffered a massive head injury and was taken to the hospital in critical condition. several lanes of 880 were shut down for about two hours in the area. some parts of the bay area also experienced lightning which caused power problems in san francisco. lightning damaged three separate transformers in the noe valley early this morning. about 200 customers lost electricity. all but 34 have been restored. everyone is expected to have their power shortly. if you are planning to head to reno or tahoe or this weekend, you should bring along the chains. there's snow along the grounds. we just checked with caltrans and chains are required on

interstate 880 and highway 50. a student from burling game was killed in indiana when a train hit her near the small quaker affiliated college that she attended. authorities say that te reese dayman was one of three -- terese taman was one of three hit. the others were airlifted to the hospital near dayton, ohio. relief is finally coming to a notorious intersection. it contributes to a lot of congestion in the area of 880 and 280. brian flores is near that ceremony where a groundbreaking ceremony is underway right now, right, brian? >> reporter: it just ended about an hour ago, tori. good afternoon to you. but the news comes as welcome relief to many computers. it will still be a while when

traffic is relieved here. this is known as the south bay's biggest traffic headache. >> one, two, three! [ cheers ] [laughter] >> reporter: for the construction of the 880/280. this $62.1 million project plans to reduce freeway and local traffic by reconfiguring onramp and offramps. the project will widen the stevens creek boulevard bridge, build a dedicated ramp on north monroe and enhance pedestrian and bike access. many people know this traffic is a nightmare especially because there's two malls in the area. officials vow it will be done right. >> i know it will be a burden for neighbors but we know it will be worth it. >> reporter: it's taken close to a decade to gather enough funding. but officials thank the public for getting to this point.

the project will be a safety project as well. >> good night that create jobs. we know that -- it's gonna create jobs. we know that it will create jobs and it will facility a lot of safety. i just want to make sure that folks out there understand that this is your tax dollars at work. >> reporter: now comes the hard part for commuters waiting for it to be completed. as you can see, it will be like this behind me, a lot of traffic for at least a couple of years. officials are saying the project will be finally completed in about 2015. we're live here in san jose, i'm brian flores, ktvu channel 2 news. >> thank you, brian. and expect more traffic jams in livermore through the weekend. police say as many as 100,000 people could visit the paragon outlet mall for the grand opening event that takes place through sunday. the first day the mall opened yesterday, it attracted thousands of eager bargain hunters. the big rush, not only cre

the east coast, some people still don't have power. there is a gore ration there. only about a fourth of stations are open. most have no power or no gasoline. in new york, 220,000 customers still don't have electricity. in new jersey, the jim is 250,000. the -- the number is 50,000. the white house plans to visit new york on thursday to review how the efforts are going. and there's -- there is a scam warning about people saying they are collecting money for sandy's victims. the d.a.'s office says the scammers contact people by phone, e-mail or in person claiming to be working for reputable companies. warning signs, ask specifically for cash, pressure for donations or offer to come to your home to pick up a check. authorities say to be safe, give money directly to well-

known charities such as the salvation army or the red cross. a bay area video gamemaker is in the middle of a scandal involving the navy s.e.a.l.s unit 6 and government secrets. redwood city based eelectronics arts -- electronics' game is being touted as from navy s.e.a.l.s. and the pentagon says those s.e.a.l.s. are going to be reprimanded because they signed nondisclosure agreement forms. >> if you want to play the game, you have to play by the rules. and they accept the rules. i think -- and they accepted the rules. and they still have to play the rules like everybody else. >> all seven s.e.a.l.s were given a letter of reprimand and

docked two months' pay and others are still under investigation. officials at san francisco state university cut the ribbon this morning on a new place for military veterans. it's called vets -- vets owner -- corner. it's designed to be a place where military veterans studying at san francisco state can meet with other veterans. it also gives them a quiet place to study. there's also a veterans services center which opened two years ago. it gives veterans help with admissions, final aid and jump -- financial aid and job searching. flames shot out the roof of this home not far from the san francisco state university on fernwood drive. part of the roof caved in making it unsafe for firefighters to enter the home. it had been vacant for years after the death of its owner. the contractor bought the house and resumed renovations a few weeks ago. neighbors speculate the fire may have started with the roof

repairs. the home next to it was damaged as well. one firefighter was slightly injured. people damped out in the rain in san jose to register for holiday help. they lined up at sacred hearts community services on alma. the center was registering people to receive family food baskets and children's toys during the thanksgiving and christmas season. people in line said they were grateful for the help. >> if it wasn't for sacred heart, i don't know how we would have gotten groceries, especially last year. my husband didn't work one date, not one day through the whole year. >> sacred heart chance to give toys and food to 4,000 families this season. a free clinic in san francisco is celebrating its second anniversary by giving free flu shots. it's been a busy morning at clinic by the bay at mission street -- at street.

the executive director says their goal is provide -- provide people with primary care and preventive care they need to live healthy lives. >> there is an incredible need for access to free melt care for adults. even with healthcare reform there will be people slipping through the cracks. >> clinic by the bay will be giving free flu shots for a -- to adults until 2:00 this afternoon. many of the sop surfers in the world have been waiting for today -- the window is now open. contestants were given 24 hours' notice to ride some of the biggest waves in the world. the window for mavericks will close on march 31st. this holiday season could have plenty of fresh crab in the bay area. the fishing season is just getting underway and party boat cappens say they are seeing full crab boats. the commercial season starts next week and the party boat
